The Federal Animal Welfare Act
is a Federal Law and enforced by the USDA and APHIS. There are other Animal Protection Laws on the Federal Level. The Federal Animal Fighting Prohibition Act was just signed into law in 2007, which makes Animal Fighting a Federal FELONY.

Iowa State Law also protects animals.

Local County Ordinance and City Code also has provisions that protect animals.
Marshall County Ordinance provides legislation on the protection of animals. See Section 6.

The City of Marshalltown has a Code of Ordinance which applies to animals too. Scroll down to Animals and Fowl.

Years ago, animal abuse laws were removed from the penal section and added to the ag and market section. That left many police officers unaware of where to find the laws and how to enforce them. But that is changing.
