(Do you have a camera phone? Think quickly!)

First, Call your local police Dept. immediately.

Call 911 if you
can as the abuse is taking place.

If you live in the country, call the Sheriff's office.

Law Enforcement are thankfully taking animal cruelty
reports more seriously in this day and age and they
will likely respond immediately.

Also call your local shelter, alert as many animal protection
agencies as possible.

Note that it is also against the law for anyone, including kids or teens to harass wildlife, this includes squirrels, birds and feral cats too.
